Stanley D. Hawthorne
City Manager
Stanley D. Hawthorne became City Manager of Pine Lake effective January 1, 2025. However, Mr. Hawthorne, or “Stanley” as is his preference, is a self-proclaimed neighbor. In his initial address to City Council, in fact, he echoed the Pine Lake mantra: Pine Lake is where the stranger becomes a neighbor and the neighbor becomes a friend.
As Stanley said then, “That’s my kind of place, and those are my choice of people.”
Guided by a mission to build quality community, Stanley is a team-builder, viewing effectiveness and compassion as the pillars of public service. Drawing from more than 30 years of local government experience, Stanley values community engagement through listening, sharing, and interacting earnestly with neighbors.
“Through my many years of public service, I have had the privilege of serving diverse communities and now serving the wonderful micropolitan place of Pine Lake. What a great honor it brings me to build community with enthusiasm, motivation, support, and guidance working hand in hand with each of you.”

Ned Dagenhard
Assistant City Clerk
A graduate of Georgia State University’s Andrew Young School of Policy Studies, Mr. Dagenhard has spent much of his career in constituent advocacy for the Federal Government and statewide political campaigns, assigned to subject areas such a rental assistance and immigration. Ned joined the City of Pine Lake in June of 2023, serving as Asst. City Clerk. His duties include (but are not limited to) business and alcohol license issuance; records custody; coordination of building permit applications and issuance; and Human Resources (on- and off-boarding, payroll). Additionally, Mr. Dagenhard serves as the primary point of contact at City Hall, and as Pine Lake’s elections officer.
